The National Council of Rectors is a non-profit, politically independent, non-governmental, consultative national organism, as established on 140 Article of Education Law no. 84 (07.24.1995).

The main CNR attributions are:

• Framing proposals on higher education development;

• Studying the Romanian State Universities common problems, collaborating with other National organisms, according the Education Law;

• Framing proposals to the Parliament, Govern and other national organisms implied on higher education matters;

• Discussing the problems confronting the National Council of Rectors by the Ministry of Education, Research and Innovation;
  

• Promoting the initiatives leading to Romanian higher education level arise.
